4m meth pills seized in four cases

Narcotics police have seized almost 3.45 million methamphetamine pills and 28kg of crystal methamphetamine worth 789 million baht in four cases that could span to bring down the ringleaders of major drug networks, according to Thai media.

At a briefing on Saturday led by deputy police chief Pol Gen Pongsapat Pongcharoen, police said they had arrested 14 suspects and seized 3.45 million ya ba pills, 28.45kg of ya ice, or crystal methamphetamine, in the four cases. They hoped the investigation would eventually lead to the crackdowns of the the remaining 28 major drug networks, according to Thai media.

In the first case, police recently arrested Bancha Puangchim, a suspect under a drug-possession arrest warrant issued by the Suphan Buri court, at a petrol station in Chon Buri's Muang district.

They seized 995,000 meth pills, two cars, one motorcycle, two mobile phones and other items as evidence.

The suspect, a cock-fighting pit owner who fled the warrant to Chon Buri, sold drugs to customers at spots linked to the motorway for easy escape using a luxury sports car.

His wife is in the Min Buri jail on a drug charge, police said, claiming the ringleader was a man from Myanmar's Shan State.

In the second case, Seree Wattanapakornkij, was caught with 1.93 ya ba pills and 26kg of ya ice at a house in Sai Noi district, Nonthaburi province.

They also seized from him as evidence four cars, six motorcycles, three mobile phones and others items from him as evidence.

Police said they acted based on information from a drug gang arrested in the central province earlier.

"The house, which offered service of a medium contacting with spirits, was used to keep drugs before being distributed to communities in Bangkok," police said.

The third case involved Suchart Klakasikit and five others, who were caught at the Mae Prik drug checkpoint in Lampang province in the North.

Police confiscated 321,800 ya ba pills, 2kg of ice, a pickup truck and six mobile phones, among other items.

Police intelligence indicated the group was smuggling the drugs for sale in the three southernmost provinces using a pickup truck with the bed modified to store the illicit substances.

The last case involved Seree Isalam and Watcharapol Chongrak, who were arrested at the entrance of a hotel in Khuan Khanun district, Phattalung province.

Police took 200,000 ya ba pills and later arrested four others with cars, a .38-inch gun, 14 bullets and six mobile phones.

The group was allegedly a major gang of drug dealers in the southern province.

"In this case, we arrested 12 people in several areas. All of them were with the two major gangs in Phattalung.

"Ya ba pills were to be sent for sale in the South while ya ice would be shipped to neighbouring countries," Pol Gen Pongsapat said.

Pol Lt Gen Rewat Klingkesorn, commander of the police's Narcotics Suppression Bureau, said the arrests in these cases were made based on intelligence and raids in several provinces spanning four regions.

"Some of the suspects had as much as 500 million in their bank accounts. We will expand the investigation to get to the ringleaders," he said.

Trafficker shot dead, 600,000 meth pills seized

CHIANG MAI -- A young man was shot dead when he opened fire on police following a car chase in Chiang Saen district early on Monday, and 600,000 methamphetamine pills were found in his vehicle, police said.

Pol Capt Boonchuay Kanthawong, duty officer at Chiang Saen police station, said the incident began about 15 minutes after midnight on a road between Mae Kham Tai and Nong Pla Sadet villages in tambon Si Don Mun in Chiang Saen district.

The man drove a Chiang Rai-registered yellow Hyundai car through a checkpoint when signalled to stop for a search. Police manning the stop gave chase.

The fleeing car skidded off the road and came to a halt. The driver got out and opened fire at pursuing police with a shotgun while running away. The police returned fire and the man was killed.

He was identified later as Tara A-ngiku, 21, of Chiang Rai's Mae Fa Luang district.

Police found in the car six bags containing 600,000 methamphetamine pills. It was believed the drugs had been brought from the border town of Mae Sai.

Bulging prisons prompt rethink of drug war

Justice minister wants to 'de-classify' methamphetamine

Somsak Sreesomsong was 18 when he was jailed for selling illegal drugs. Now, turning 30, he is not yet half-way through his 33-year sentence at Bangkok's high-security Klong Prem prison.

Somsak was "just a kid, not a big-time dealer", his older brother Panit told Reuters after a visit to the jail. "We're also serving time, waiting for him to get out so he can help the family."

More than a decade after Thailand declared a "war on drugs", the country is admitting defeat. As the prison population soars, Justice Minister Paiboon Koomchaya told Reuters he was looking at changes to the country's draconian drug laws.

"I want to de-classify methamphetamine but Thailand is not ready yet," said Gen Paiboon, meaning downgrading the drug, popularly known as "meth", from a Category 1 substance, which would reduce jail time for possession or dealing.

Use of methamphetamine is spiralling across Southeast Asia, and authorities are struggling to respond.

In the Philippines, which has some of the highest rates of "meth" use, police killings of drug suspects have spiked since the swearing-in of President Rodrigo Duterte, elected on a platform of harsh measures to wipe out drug crime.

Myanmar, the source of much of the drugs flooding through the region, is bracing for an explosion in domestic use.

Overall, drugs supply in Southeast Asia, especially of methamphetamine, is at a record level, according to the United Nations Office on Drugs and Crime (UNODC).

Harsh punishments

In common with much of the region, Thailand's criminal justice system treats drug offenders harshly.

Producing and trading in Category 1 drugs, which also include heroin, MDMA -- the main chemical for ecstasy pills -- and LSD, is punishable by death or life imprisonment.

Klong Prem is home to 6,267 inmates serving sentences that range from 15 years to life, with 64% convicted of drug-related crimes.

A typical cell measures 1.5 x 3 metres and sleeps five inmates, side-by-side on dark blue mattress on the floor.

"Some of the men, especially the foreign prisoners, are pretty big, so it's a squeeze for them," said one prison guard.

Lengthy sentences for drug offences are part of the reason why Thai jails struggle with chronic overcrowding, according to both Justice Minister Paiboon and UN experts.

Thailand has approximately 40% of Asean's prison population, despite having only 10% of the bloc's total population, the UNODC says.

Gen Paiboon, an army general and senior member of the junta that seized power in a 2014 coup, said in an interview that Thailand would build more prisons, including 17 temporary jails for prisoners who have served at least a third of their sentence.

He added that his priority was to tackle drug trafficking and addiction -- an ambitious plan in a country where a record number of people use methamphetamines, known in Thai as ya ba or "crazy medicine", according to a 2015 UN report.

A crackdown launched by former Prime Minister Thaksin Shinawatra in 2003 aimed at suppressing drug trafficking killed more than 2,800 people, according to an independent inquiry chaired by a former attorney general.

But the country's growing number of drug users and bulging jails have forced policymakers to think again.

"The world has lost the war on drugs, not only Thailand," said Gen Paiboon. "We have clear numbers that drug use has increased over the past three years. Another indicator is there are more prisoners."

Crisis point

A 2015 report by the Institute for Criminal Policy Research shows Thailand has the fourth highest number of women imprisoned in the world, after the United States, China and Russia.

"We know from meeting and interviewing prisoners, including female prisoners, in Thailand, that the impact is profoundly negative for families," said Jeremy Douglas, the UNODC's Asia-Pacific chief.

One former female inmate, who declined to be named because of the social stigma attached to drug offenders in Thailand, said she was jailed for three years after being caught with 20 methamphetamine pills.

"My boyfriend was the dealer. I was carrying the pills for him. My son doesn't want anything to do with me now," she said.

The number of inmates jailed for drug convictions has almost doubled over the past decade, Thai Department of Corrections figures showed, a result of unsparing sentencing that puts even petty users behind bars.

"We need to change sentencing and make a distinction between small and big time dealers," said Klong Prem prison commander Thawatchai Chaiywat. "Thailand thinks prisons are a panacea for all crimes, including drug crimes."

In the meantime, Thailand's jails grow ever more crowded. Corrections department figures for July showed a prison population of 321,347, with around 70% jailed for drugs offences.

Institute for Criminal Policy Research data showed Thailand has the eighth highest incarceration rate in the world.

"The situation has approached a noticeable crisis point," said UNODC chief Douglas. "The reality is that talk has not yet moved to action and the prison population is still growing."

Traffickers caught, big haul of speed pills seized

Three people believed to have links with Myanmar drug warlord Lt Col Yi Se have been arrested and more than 560,000 methamphetamine pills being delivered to the so-called Oros gang seized in Bangkok’s Bang Khunthian district.

The trio, two men and one women, were arrested at Bang Bon intersection in Samae Dam area of Bang Khunthian, Narcotics Suppression Bureau chief Pol Lt Gen Rewat Klinkesorn told a media briefing on Wednesday.

They were in posession of 568,000 methamphetamine pills, he said.

The suspects - Piya Busamrong, 25, Nampon Sukchuay, 29 and Ms Pawinee Puengbamrung, 28 - have been charged with illegal possession of illicit drugs with intent to sell.

The arrests followed a tip-off from a police informant that a major drug gang planned to make a delivery, and where.

Police were waiting nearby, arrested the suspects and seized 2,000 speed pills from them. The rest of the drugs were found in the suspects’ room, Pol Lt Gen Rewat said.

The suspects allegedly confessed to having smuggled the drugs from the North. The speed pills were destined for members of the Oros gang for sale in Bangkok in Samae Dam and Bang Khunthian areas and nearby provinces.

The NSB chief believed the drugs were trafficked by notorious drug warlord Lt Col Yi Se, also known by his Thai name Chaiwat Phonsakunphaisan, and members of the Wa ethnic group.

Nachdem ich nun über einen längeren Zeitraum Erfolgsmeldungen der Polizei betreffend Verhaftung von Drogenschmugglern gepostet habe, mache ich zwischendurch mal einen Richtungswechsel und poste vorerst Fotos von der lokalen Polizeibehörde.

Zweck:
Einen Eindruck vermitteln, wie der Handel mit Pillen hier in Udon Thani von Hinz und Kunz betrieben wird .... leider quasi "Volkssport" geworden ist.

Eine Randbemerkung sei Sam erlaubt:
Es ging ihm nie um "parading".
Sam mag ganz einfach keine Drogendealer.
Die verursachen mit ihrem Tun unglaubliches Leid - sind genau so zu verurteilen wie die Drogenbosse und die Drogenproduzenten.
Selbst wenn oft klar ist, dass die Dealer aus Armut operieren, es ist trotzdem nicht zu tolerieren.

Prayut bans parading of suspects

Prime Minister Prayut Chan-o-cha has banned the parading of suspects at police news briefings, saying the practice could violate human rights.

The order was made after Gen Prayut reviewed a report on human rights violations between July 23 and 29, compiled by the Rights and Liberties Protection Department of the Justice Ministry, said Tawatchai Thaikyo, the ministry's deputy permanent secretary.

Gen Prayut said that police news briefings "should focus on the progress of the investigation and the suspect should not be brought along to the event", said Mr Tawatchai.

The Justice Ministry was asked to convey the new policy to Gen Prawit Wongsuwon, the deputy premier in charge of security, and to the national police chief, Pol Gen Chakthip Chaijinda.

Elaborate photo opportunities staged by police officers have been standard practice and a staple of local news media coverage for decades. Many feature not only the suspects and the senior officers responsible for their arrest, but also seized weapons, cash and drugs. The latter are often displayed artfully, in some cases with "ya ba" spelled out using hundreds of pills.

The premier reasoned that violations of human rights could result if a suspect was later found not guilty or had served his time. He could have trouble facing or re-entering society and in some cases might return to crime, Mr Tawatchai said.

Pol Gen Detnarong Suthicharnbuncha, a spokesman for the Royal Thai Police, said that the force had earlier sent out directives urging officers to treat suspects based on equal rights.

He said he had not seen the prime minister's order in writing but added that he personally agreed with the ban as it was the right thing to do.

Legal observers said the premier's order was also in line with Section 32 of the draft constitution, approved in the Aug 7 referendum, which stipulates that individuals should have rights to privacy, dignity, reputation and family. Any actions that violate such rights or make use of their personal information cannot be carried out, except for actions permitted by law for the public interest.

During the charter drafting process, the drafters also argued that the section would mean suspects could no longer be present at police news conferences. They said briefings with the presence of suspects were intended to show off police performance but were not in the broader public interest.

Six nabbed, B100m drug seized from 'tour bus'

CHUMPHON - A private bus company owner and five accomplices have been arrested for allegedly luring unwitting people to take a leisure trip from Nong Khai to Hat Yai as a cover for a 100-million-baht drug-smuggling operation.

Police arrested the six suspects at Ban Pala security checkpoint on Phetkasem Road in Pathiu district on Sunday. They seized 40 kilogrammes of crystal methamphetamine or "ice" from a bus owned by Songsak Ladlongmuang, 41, provincial police Region 8 commander Taesa Sitiwato told a press a conference on Monday.

Pol Lt Gen Taesa said two of Mr Songsak’s accomplices, Sanya Aryu, 48, and his brother, Watayakorn 22, were the first suspects arrested.

Mr Sanya was driving a pickup truck with his brother as a passenger to lead a bus carrying Mr Songsak, three other accomplices and 13 passengers including nine elderly women and four children aged 4-5.

The men did not answer their phones while police at the checkpoint were talking to them after several calls and they finally turn them off. Officials found them suspicious and took them for questioning.

Mr Sanya finally admitted that his pickup was leading the way for the bus and he would alert other suspects if there were any checkpoints.

Police later stopped and searched the bus at the checkpoint. They found the “ice” drug hidden under the seats. The bus is owned by Mr Songsak’s company based in Khon Kaen, Songsak Travel Co. The drug had an estimated street value of 80-120 million baht.

Three other suspects on the drug-laden bus are Kiti Chauysri, 46, the bus driver, his bus assistants Tulakarn Chaimongkhol, 24, and Wannuwat Chanchuklin, 22.

Mr Songsak allegedly confessed that his group was hired by a drug cartel for 500,000 baht to transport the crystal meth from Nong Khai province to Song Khla’s Hat Yai district.

He told residents in Khon Kaen province that he was a canvasser of an influential local politician and was given money to hold free trips or study tours to the southern provinces to garner votes for the election to come.

Mr Songsak and other suspects have smuggled the drug to the South several times before being arrested.

Pol Lt Gen Taesa said police had released other passengers on the bus as they were not involved in the crime. Authorities would extend the investigation to seize Mr Somsak’s ill-gotten gains and arrest the suspects’ hirers.

Two arrested with a million meth pills

Two alleged members of a large drug trafficking ring active on the Central Region were arrested with 1 million methamphetamine pills in their possession at a petrol station in Ayutthaya province on Monday, police said.

Pol Lt Gen Chaiwat Ketworachai, an acting assistant police chief, saidKanchit Moondin, 47, and Nathawut Thanapattanakul, 39, were nabbed by police after they arrived at a PTT petrol station in tambon Ban Pom of Phra Nakhon Si Ayutthaya district in two vehicles, a black Hyundai van and a Honda Jazz car.

A search of the black Hyundai revealed 500 packages containing 1 million methamphetamine pills hidden in compartments. Police also seized two mobile phones and a .38 handgun with 23 rounds of ammunition.

Mr Kanchit said he was hired for 500,000 baht to drive the Hyundai van with the drugs from Chiang Rai province. Mr Nathawut, his assistant, travelled ahead of him in the Honda Jazz on the lookout for police checkpoints.

Pol Lt Gen Chaiwat said the two were on police record as members of a drug trafficking ring in the Central Region.
