Young drug mules caught with new car-brand speed pills

CHIANG RAI - Two boys were arrested for possession of 200,000 methamphetamine pills in small packages stamped with a car-maker's name and emblem after a tour bus was stopped at a police checkpoint in Phan district.

The two youths, aged 12 and 15 years, were taken to a media briefing at Phan police station on Thursday. Their names were withheld because of their ages.

Packages found in their bags contained 200,000 speed pills and 700 grammes of crystal methamphetamine, or “ice’’, Pol Col Charan Roengtham, deputy chief of Chiang Rai police, said.

Local police stopped the Mae Sai-Bangkok interprovincial bus for a search at Pukaeng road checkpoint on Phahon Yothin Road along the Chiang Rai-Phayao route in tambon Mae Yen around 8pm on Wednesday.

While searching the bus they noticed the two boys acting suspiciously. When asked where they were going, they replied falteringly. The police then asked to conduct a body search, but found nothing illegal.

The officers then checked their bags, which were in the luggage compartment of the bus, and found 50 packages of speed pills, each containing 2,000 tablets, and a small plastic bag containing 350 grammes of crystal methamphetamine hidden in the blue travelling bag of the 12-year-old boy. They also found 50 packages, each containing 2,000 speed pills, and the same amount of crystal meth in the 15-year-old's red travel bag.
A total of 100 packages bearing a new logo and containing 200,000 speed pills were seized from the bags of two boys during a search of a Bangkok-bound tour bus in Chiang Rai's Phan district.

The seized packages were stamped with a new logo, similar to a prominent car maker's emblem. It is the first time police have seized drugs packaged with this stamp. In previous operations, packages containing illicit drugs were stamped with an image of two holding hands or with No 999.

Police would look into the source of the seized drugs.

During interrogation, the two suspects told police they were hired by two men, identified only as Art and Boy, to pick up the two bags at Chiang Rai bus terminal 2 in tambon San Sai, Muang district. The bags were to be taken to Mor Chit bus terminal in Bangkok. If the job was successful, they were to be paid 150,000 baht, the suspects said. They had received 4,000 baht as an advance payment from the two men.

Police charged the suspects with having illicit drugs in their possession with intent to sell. They were held in police custody for legal action. Authorities were hunting down Mr Art and Mr Boy.

Last month, two tribal teenagers were caught and 400,000 methmphetamine pills seized from their bags on a Bangkok-bound bus stopped for a search in Chiang Rai’s Mae Lao district.

Police arrest two boys with 200,000 tablets of meth

Chiang Rai: Two boys were arrested and charged with possessing 200,000 methamphetamine pills in Phan district yesterday.

The boys, identified only as Tai, 12, and Tarn, 15, were caught at a police checkpoint on Phahon Yothin Road between Chiang Rai and Phayao.

The boys were captured on board a bus heading for Bangkok. Police entered the bus and spotted the boys acting suspiciously.

The officers asked to search their bags and found a large quantity of meth pills and crystal methamphetamine, or ya ice, in them.

Each boy was carrying 100,000 meth pills contained in 50 packs and 350 grammes of ice. The meth pill packs were labelled Lexus with a V letter inside an oval, believed to be a new "brand" of the drug.

Police said the boys told them they caught the bus in Mae Chan district and picked up the drugs at the bus terminal in downtown Chiang Rai, and were paid 150,000 baht each by men nicknamed Art and Boy to deliver the drugs to an agent at Mor Chit.

Police said they received an advance payment of 4,000 baht each. The boys were charged with possessing illicit drugs.

Last month, two teenagers were caught and 400,000 methamphetamine pills seized from their bags on a Bangkok-bound bus in Chiang Rai's Mae Lao district.

Two arrested delivering 400,000 meth pills to South

CHUMPHON - Two men were arrested with 400,000 methamphetamine pills at a police checkpoint on Monday, police said.

Pol Lt Gen Thesa Siriwatho, the Region 8 Provincial Police commissioner, said at a news conference that the two men were caught at a checkpoint on the Asian Highway between Prachuap Khiri Khan and Chumphon.

The police stopped a black Honda Civic driven by Nopporn Subin, 24, and took him in for questioning. He admitted that he and another man, who was in another car, were heading for Phunphin district in Surat Thani province, to deliver drugs to a client.

The other car, a grey Honda Accord, was subsequently stopped. The police found 400,000 methamphetamine pills in it and arrested the driver, Worawut Jaisueb, 43.

Both men are from Ubon Ratchathani's Buntharik district. They said they were hired for 400,000 baht to deliver the drugs from Bangkok to Surat Thani.

World has lost war on drugs, says Paiboon

Justice Minister Paiboon Koomchaya has proposed that ya ba (methamphetamines) be taken off the dangerous illicit narcotics list and put under the normal drugs category as current measures to suppress the drugs have failed.

However, if and when the drugs are to be taken off the list, all agencies will have to work out measures to ensure that the distribution, sale and use of the drugs are strictly controlled, Gen Paiboon said.

He made the proposal Wednesday at a meeting which discussed the results of the 2016 UN General Assembly Special Session on Drugs (UNGASS), adapting the recommendations to deal with drug problems in Thailand. The Supreme Court president Veerapol Tungsuwan was a speaker at the meeting and he echoed Gen Paiboon's opinion.

Addressing the meeting, Gen Paiboon said the world has fought a war on drugs over the past 28 years, but achieved little. Several countries have now changed their approach to dealing with drugs and have considered how to adapt and live with drugs, instead of continuing the traditional approach.

"The world has now surrendered to drugs, and has come to think of how to live with drugs. It is like a man suffering from cancer and having no cure and he has to live a happy life with the cancer," Gen Paiboon said.

Numerous countries have discussed solutions to the drug problem in terms of looking after drug users and safeguarding their rights, the minister said.

Gen Paiboon said Thailand is among several countries which supports the idea of a proportionate punishment for drug offences involving the use of amphetamine-type stimulants, as well as alternatives to imprisonment.

Many countries have adopted such ideas, but Thailand has failed to implement them because the country's drug laws still have certain limitations and need to be amended to accommodate these measures, Gen Paiboon said. A bill was drawn up to reform the system of drug laws and has received the endorsement of the cabinet. The bill will be tabled to the National Legislative Assembly for deliberation, Gen Paiboon said.

The bill would allow the courts of justice to determine whether a drug offender deserves punishments such as a jail term or a fine that is less severe than the minimum penalties stipulated by law. He said the status of methamphetamines or ya ba should be changed from a severe to a normal drug. Citing medical studies, Gen Paiboon said methamphetamines's effects on health are less harmful than those of alcohol and cigarettes.

The Justice Ministry will hold discussions with the Public Health Ministry, the courts of justice and prosecutors, and other agencies to amend the law and find ways to take methamphetamines off the narcotics list.

Mr Veerapol told the meeting that Thailand has failed in its bid to use harsh legal measures against drug abuse and drug trafficking. Despite the harsh measures, the drug problem has continued unabated. More than half of about 270,000 legal cases pending in court are drugs-related, Mr Veerapol said. The Supreme Court president also admitted that several agencies, including the courts of justice, have still failed to work together to address the drug problem.

Under the law, drug addicts are now treated as patients as part of a move to improve measures to deal with the problem, he said.

However, a drug user who possesses 15 methamphetamine pills or more is considered a drug dealer and is liable for the same punishment imposed on drug dealers, Mr Veerapol said.

Pol Lt Gen Rewat Klinkesorn, chief of the Narcotics Suppression Bureau, said the police need to follow government policy.

Prateep Ungsongtham Hata, the Duang Prateep Foundation's secretary-general, warned that if methamphetamines are removed from the narcotics list and put in the normal drugs category, there will be an increase in the drug supply and an increase in demand.

Their prices may drop due to higher competition, said Ms Prateep, who has been battling illicit drugs in the Klong Toey slum community in Bangkok.

Ms Prateep, a 1978 Ramon Magsaysay Award winner, said she wanted to see Gen Paiboon come up with plans to educate Thais about the dangers of methamphetamine abuse.

She also disputed Gen Paiboon's claim that methamphetamines are less harmful than alcohol and cigarettes.

Wenn man ein Gesetz nicht durchsetzen kann, muss man es halt ändern...
Kommt mir ein bisschen vor wie die uralte Kriegsregel:
Wenn man einen Gegner nicht besiegen kann, muss man sich mit ihm verbünden.
Ich kann nicht beurteilen, wie schädlich für die Gesundheit Yaba tatsächlich ist.
Der wirtschaftliche Schaden für betroffene (arme) Familien jedenfalls ist enorm.

Meine Vermutung ist eher diese, dass es den Behörden langsam zu teuer und aufwändig geworden ist, sich Tag für Tag mit kleinen Quartierdealern auseinanderzusetzen.
In Udon veröffentlichen die Polizei und die Presse jedenfalls wöchentlich Bilder von verhafteten "kleinen Fischen".
Ausgehend davon, dass es in den anderen Provinzen auch nicht wirklich besser aussieht, laufen die Folgekosten (Gerichtsverfahren, Gefängnisplätze, etc.) vermutlich total aus dem Ruder.

Stellt Euch mal die Einnahmen vor, die der Staat so generieren kann.
Habe kürzlich eine Doku geschaut, Drogen kann man nicht erschiessen, wo genau solche Ideen diskutiert werden.

Speeding on the road to 'ya ba' ruin

Headline news reports about an attempt by the government to soften penalties for methamphetamine (known as ya ba) have left me dumbfounded.

The reason for such a move as given by Justice Minister Paiboon Koomchaya is: The drug in question is "not severe as alcohol and tobacco".

"The world has now surrendered to drugs, and has come to think of how to live with drugs. It is like a man suffering from cancer and having no cure and he has to live a happy life with the cancer," said Gen Paiboon, after a meeting to discuss the results at the 2016 UN General Assembly Special Session on Drugs.

Gen Paiboon's proposal, which pushed for so-called "proportionate punishments", was seconded by Thailand's Supreme Court president Veerapol Tungsuwan.

We are also told that a bill has been drawn up to reform the system of drug laws and, according to the Justice Minister, it has received cabinet endorsement. It will be soon tabled to the National Legislative Assembly for deliberation.

With two of the country's top people in charge of the judiciary pushing for such a move, it is no wonder the country's fight against drugs has achieved little.

I do not know where Gen Paiboon and Mr Veerapol get their information from but seldom do I see people high on alcohol or tobacco slit someone's throat or stab someone

But read the news or watch the vernacular Thai-language television stations and every few days one gets to see or read about these atrocities being committed by drug abusers all across Thailand.

In case Gen Paiboon and Mr Veerapol have forgotten, I can remind them of how a drug abuser raped an underage girl in Bangkok not too long ago or how a son killed his own mother -- again not too long ago. Both were high on the drug that the minister and supreme court president want to have "proportionate punishments" for.

And it remains unclear what the term "proportionate punishment" means, but if we ask the victims, their families and the neighbours who live close to drug abusers, I am sure the answer would not be to soften punishments for these crimes.

If we did a random survey of how the general public think about this issue, I can bet there would be no support for this controversial proposal.

Also, ask school personnel or the parents who have lost their children to this substance. I doubt if anyone would have the courage to tell them about how law and enforcement would be compromised.

Besides, there are interesting statistics I think Gen Paiboon and Mr Veerapol should consider before throwing their support behind this cause -- regarding the scourge that every country in the world is looking to eradicate.

I would like to remind them that countries in this region (Thailand, Cambodia, Vietnam, Myanmar, Laos and China) saw as many as 286 million pills of ya ba seized last year. Out of the total, more than 90 million pills or a third were found in Thailand.

It is known that this region is a hub for ya ba and although China's land mass and population is six times larger than that of the other five countries combined (Thailand, Cambodia, Myanmar, Laos and Vietnam), the fact that a third of all pills seized were in Thailand is scary.

If one takes the 90 million-plus pills that were seized (we are not talking about the number that got away), that would represent 1.3 pills for each Thai.

This is not including the 27,000 kilogrammes of crystal methamphetamine, also known as ya ice, and other kinds of drugs that were seized in this region.

I may sound very abrasive in stating all these statistics but I really see no reason for such a proposal.

Which country in the world gives up the battle against amphetamines? The United States has been fighting it for ages, and yet it has not given up.

Australia, the United Kingdom, Japan, you name it, all countries are fighting this social evil. In fact, I am an advocate of a more severe punishment for those involved in the amphetamine trade.

In my opinion, we should follow our Asean neighbours, namely Malaysia, Indonesia and Singapore, which welcome all travellers with this announcement: "Drug trafficking is punishable by death."
