Meth seizures quadruple across much of Asia-Pacific: UN
BANGKOK (AFP) - Methamphetamine seizures across much of the Asia-Pacific region have quadrupled over five years, the UN said Tuesday, citing rising wealth as one reason for a boom in production and consumption.
Growing economic integration across the region was also enabling cross-border criminal networks to cooperate in peddling amphetamine-type stimulants and so-called "legal highs", the United Nations Office on Drugs and Crime (UNODC) said in a report.
The study, which was released in Bangkok, covers Southeast Asia, East Asia and Oceania, but excluded South Asia.
Between 2008 and 2013, the last year covered by the UNODC figures, regional seizures of methamphetamine -- known colloquially as meth -- rose nearly four-fold from 11 to 42 metric tonnes.
Much of the increase is down to an explosion in production of meth tablets, known in parts of Asia as "yaba".
The drug, a potent stimulant, tends to come in two forms, a powerful crystalline variant known as "ice" or crystal meth, and the usually less pure "yaba" tablets.
Between 2008 and 2013 crystal meth seizures doubled, from seven to around 14 tonnes.
But meth tablet seizures grew eight fold, from 30 million tablets in 2008 to more than 250 million in 2013.
Long popular in the poorer Mekong region countries of Cambodia, Laos, Myanmar, Thailand and Vietnam as an affordable high -- often for people working long hours such as truck drivers -- yaba is finding new users in wealthier countries such as South Korea, Malaysia and Singapore, the UNODC said.
"This significant increase of seizures might partly be the result of effective law enforcement measures, " the study said.
But the rise "also points to expanding manufacture and an increase of trafficking to and through the region as the synthetic drug market is becoming increasingly interconnected with other regions."
The UN’s research also reports a significant increase in the production and consumption of new psychoactive substances -- often referred to as "legal highs".
These are laboratory produced chemical compounds that mimic the effects of popular recreational drugs like ecstasy and cannabis but are not yet controlled by international drug conventions.
In 2009 the number of reported new substances on regional markets was 34. By November 2014 that number had jumped to 137, with Australia, New Zealand, Singapore and Japan reporting the largest number of new substances.

Metropolitan police arrested two people and seized 21.5kg of crystal methamphetamine and 2 million speed pills in a raid on a house in Ramkhamhaeng area.
Deputy police chief Pongspat Pongcharoen said at a press conference today that Wednesday night's raid on Soi Ramkhamhaeng 110 in Saphan Sung district was carried out at 7pm following more than a month of intelligence work.
In a search on the one-storey residence, narcotics-suppression officers arrested Phuwadol Chindawong, 31, and Veerachart Sangwanwong, 34, both of Chiang Rai, and seized 21.5kg of ya ice and 2 million ya ba tablets.
A Honda CRV, a Chiang Rai-registered motorcycle, three mobile phones and many other articles also were seized.
Pol Gen Pongsapat said the two suspects, who long had been under surveillance, had used the house as a storage depot for drugs delivered from the North by several networks. From this house, the drugs were distributed to traders in Khlong Toey and Rom Klao areas, he said.
Police said the two suspects confessed they had rented the house for two months at 15,000 baht per month as it was situated in a remote area without security cameras.

Border drug traffickers caught with 4kg of 'ya ice'
A Thai man and a Myanmar teenager have been arrested and almost 4kg of crystal methamphetamine seized in Chiang Rai’s Chiang Saen district, police said on Tuesday.
Noi Somboon, 19, a Myanmar national, and Preecha Sripan, 32, a native of tambon Wiang in Chiang Saen, were taken to a police press conference in Chiang Rai on Tuesday.
Police also displayed the 3.9 kg of crystal methamphetamine seized from them.
Acting on information, police posing as buyers had contacted Mr Noi seeking a delivery of drugs, police said.
Noi and a Myanmar accomplice travelled by motor boat carrying the drugs to an agreed meeting place on Thai soil. When they arrived, police emerged from hiding to arrest them. The accomplice managed to flee, leaving Noi behind with the drugs, contained in four bags, police said.
Another team of police apprehended Preecha near the bank of the Mekong River in front of the Chiang Saen district hall when he showed up to collect the money for the drugs delivered by Noi.
The two suspects were charged with possessing illicit drugs with intent to sell and then handed over to local police.

Border drug traffickers caught with 4kg of 'ya ice'

Weapons, drugs seized in Region 7 crackdown
A large number of weapons, ammunition and drugs were seized and 89 suspects arrested in a crackdown on crime from May 27-June 1 in eight provinces covered by Region 7 Provincial Police headquarters, Khaosod Online reported.
The eight provinces are Nakhon Pathom, Kanchanaburi, Suphan Buri, Ratchaburi, Phetchaburi, Prachuap Khiri Khan, Samut Songkhram and Samut Sakhon.
Speaking at a press conference in Nakhon Pathom, Pol Lt Gen Veerapong Chuenpakdi, the Region 7 Provincial Police chief, said his officers seized a total of 307 weapons in the crackdown -- 118 registered weapons, 188 unregistered weapons and one M2 carbine.
Also seized were 2,087 rounds of assorted ammunition, two hand grenades, 129,385 methamphetamine tablets, 466 grammes of crystal methamphetamine, 2kg of dried marijuana, 230kg of krathom leaves and a quantity of ketamine.
Eighty-nine suspects were arrested.
Pol Lt Gen Veerapong said the crackdown was intended to reduce and prevent crime in line with the government's policy.
At least 19 senior police officers in Nakhon Pathom and Provincial Police Region 7 were transferred from their posts last week for failing to contain the spate of serious crime in the province.

Six Laotians nabbed with 14kg of ice
Six Lao nationals - a man and five women - were arrested on Sunday morning in Pathum Thani province with 14kg of ice or crystal methamphetamine in their possession.
Deputy police chief Pongsapat Pongcharoen said at a press conference the six were arrested after a taxi they were travelling in was stopped for a search at a checkpoint by Pratunam Chulalongkorn police in Thanyaburi district.
Found in their possession was a large plastic bag containing 14 packages of ice, each weighting one kilogramme, labelled as green tea.
One of the Lao women told police they had delivered the drugs from Mae Sot in Tak province. The crystal meth in packages of green tea was to be handed over to a client at Rangsit Market.
However, they were arrested before reaching the destination.

Two people making a delivery of 100,000 methamphetamine pills from the northern border in Chiang Mai to Narathiwat in the far South were caught in Lampang province on Monday.
Their black Mitsubishi pickup was stopped and the drugs found hidden in a concealed compartment by police and soldiers at a checkpoint on the Lampang-Tak Highway in Sop Prap district of Lampang.
Lampang governor Thanin Supasaen said Manatchai Saengsophon, 35, from Bangkok's Bung Kum district, and a woman, Mahade Mamamakta, 38, from Sungai Kolok district of Narathiwat were arrested.
He said the suspects' furtive gestures after they were stopped aroused suspicions. Their truck was thoroughly searched and welding marks noticed underneath the vehicle. After removing the liner from the tray, authorities found a hidden compartment and 100,000 pills stashed inside it.
The suspects allegedly confessed they took delivery of the drugs from hill people in a border jungle in Fang district of Chiang Mai and were heading for the southern border province of Narathiwat. They were paid 20,000 baht initially, and would get about 200,000 baht more on delivery in Narathiwat.
Lampang police chief Niyom Duangsee said the market value of pills would exceed 40 million baht if they reached the far South. He believed the two suspects were part of a big cartel that supplied drugs to the region.
The male suspect had been assigned to drive from Chiang Mai to Bangkok and the woman would then have taken over the wheel and driven the Bangkok-registered truck south to Narathiwat.

Chiang Rai police recovered some 700,000 methamphetamine tablets from an abandoned pickup truck in Muang district, authorities said Thursday.
A team of soldiers, police and defence volunteers rushed to Mae Khaotom-Tha Khampluek Road in tambon Mae Khaotom after being alerted Wednesday evening about a truck left near a rubber plantation for three days, police said on Thursday.
The officers found seven black plastic packs in the back of a blue Mitsubishi with a Chiang Rai license plate. The packs, placed under fertilizer sacks, contained about 700,000 speed pills.
An initial police check found the vehicle belonged to a used car dealer in Mae Chan district of Chiang Rai.
Pat Namwong, kamnan of tambon Mae Khaotom, said a local resident found the pickup parked near the plantation Monday, prompting him to alert authorities.
Police believed the abandoned drugs might have been smuggled from the Thai-Myanmar border and left by traffickers fearing arrest, as there were several road checkpoints in the area. Officers planned to widen the investigation.
Also on Thursday, some 20,000 speed pills were discovered in a rented house in Bang Pa-in district, police said.
Pol Maj Gen Sermkhid Sittichaiyakarn, chief of Ayutthaya police, led a team of anti-narcotics police to inspect the room in tambon Samruen following a tip from the homeowner.
Officers found a bag containing 20,000 ya ba tablets, some amount of marijuana and drug paraphernalia.
Owner Kamlai sae Loh, 48, told police that a medium-build man had rented her house for 3,500 baht a month and rent for February and March.
After April, he had stopped paying rent and locked the apartment, prompting her to use a spare key to open his room and find the bag containing the drugs.

Zum Thema Yaba kann ich nur eine Geschichte teilen:
Ein Cousin meiner Frau war lange Yaba abhängig.
Er wurde etwas verrückt und unberechenbar. Er war mal zu Besuch im Haus meiner Schwiegereltern für paar Tage. War etwas schwierig...
Man konnte ihn nicht wirklich ansprechen und er war sehr verwirrt. Zudem hatte er auch das "Stapel" - Syndrom.
Als wir en paar Stunden aus dem Haus waren, war alles gestapelt was so herumlieg. Also überall im Haus waren kleine Türmchen oder Zigaretten aufrecht hingestellt und so weiter.
Er hatte später einen Aufenthalt in der Psychatrie nachdem er mehrmals Probleme mit der Polizeit hatte und sich ein Ohr abgeschnitten hat. Jetzt geht es im besser und er scheint clean zu sein. Jedoch wird der Schaden im Körper und dem Geist wohl nie wieder richtig behoben werden können.
Schade drum, aber es geht vielen so die süchtig werden.
